Noise Abatement Program
Morristown Airport has established a noise abatement program to ameliorate the negative impact of aircraft noise on our local communities. This is not an easy task. Morris County is at the edge of the highest volume of air traffic area in the world. Community awareness of what is being done is an integral part of our program.
Morristown Airport itself had approximately 121,000 aircraft operations in 2010 and this number has significantly declined from previous years. The Airport is open 24 hours a day 365 days a year, but aircraft operations between 10:30pm and 6:45 am only account for approximately 2% of all operations.
Traditionally, most (but not all) noise complaints are related to aircraft take-offs and landings. To confront the problem head on, Morristown Airport management, in conjunction with the Federal Aviation Administration (FAA), the Airport Tenant Association and Pilots Association, have developed specific noise abatement procedures. These include preferential runway usage, limited east-west touch and go training flights and noise abatement procedure turns after take-off and before landing to avoid residential areas.
Our goal is to alleviate to the extent possible, the adverse impacts that aircraft operations generate. Please keep in mind that safety comes first, safety of the aircraft its crew and passengers and safety of the communities below.
Federal Aviation Administration Regulations regarding aircraft altitude
§ 91.119 Minimum safe altitudes: General.
Except when necessary for takeoff or landing, no person may operate an aircraft below the following altitudes:
(a) Anywhere. An altitude allowing, if a power unit fails, an emergency landing without undue hazard to persons or property on the surface.
(b) Over congested areas. Over any congested area of a city, town, or settlement, or over any open air assembly of persons, an altitude of 1,000 feet above the highest obstacle within a horizontal radius of 2,000 feet of the aircraft.
(c) Over other than congested areas. An altitude of 500 feet above the surface, except over open water or sparsely populated areas. In those cases, the aircraft may not be operated closer than 500 feet to any person, vessel, vehicle, or structure.
(d) Helicopters. Helicopters may be operated at less than the minimums prescribed in paragraph (b) or (c) of this section if the operation is conducted without hazard to persons or property on the surface. In addition, each person operating a helicopter shall comply with any routes or altitudes specifically prescribed for helicopters by the Administrator.
How the Airport investigates a complaint
After a noise or low flying aircraft complaint is received by Morristown Airport, we use several resources to investigate it. Some of those resources include, listening to air traffic controller and pilot communications, speaking with air traffic controllers, speaking with operators and tracking aircraft. Upon completion of our investigation we will send you a letter with our findings.
How to file a complaint with Morristown Municipal Airport
There are three ways to report noise or low flying aircraft concerns to the airport:
1) Call the Noise Abatement Hotline at (973) 538-3366 x122. If an Operations Coordinator is not available to speak with you please leave a message containing the following information:
• Name, address, phone number
• Time of day of disturbance
• Type of aircraft (jet, propeller, helicopter)
• Description of the aircraft (white, markings, numbers, etc.)
• Additional description (too low/loud)
2) Send an e-mail to [email protected] that includes the above information

Important note: Airport operators have no legal authority over aircraft in flight. The limits establishing how much noise an aircraft can emit are set by Federal Law. Aircraft that operate at Morristown Airport comply with existing Federal noise standards.
